In February 2024 the FCC ruled that AI-generated voices count as artificial voices under the Telephone Consumer Protection Act (TCPA). That means outbound calls using Voice AI need the called party's prior express consent, and marketing calls need prior express written consent. Answering calls people place to you is a different situation from calling them.
