Using AI With Your Business Phone: Inbound and Outbound Calls Done Right
AI can answer your phone after hours, book appointments, and call new leads back in seconds. It can also get you in legal trouble if you use it for outbound calls without consent. Here's how to do both sides right.

What can AI actually do on a business phone line?
Voice AI has moved well past the old "press 1 for sales" phone tree. Today's AI voice agents can hold a natural conversation, answer common questions, collect a caller's details, book an appointment on your calendar, and transfer the call to a person when needed. HighLevel's own help documentation describes its Voice AI agents doing exactly those things.
That makes AI useful for small businesses that miss calls because everyone is on a job site, in an appointment, or asleep. But inbound and outbound calls are very different situations, with very different rules. Inbound is mostly an operations question. Outbound is an operations question and a legal one.
Inbound calls: where an AI receptionist helps most
The strongest use cases are the calls you are already losing or handling badly:
- After-hours calls: a caller at 9 p.m. gets a real answer and a booked slot instead of voicemail.
- Overflow: when every line is busy or the office is at lunch, the AI picks up instead of letting the call ring out.
- FAQs: hours, service area, whether you handle a certain job, what a diagnostic visit costs. Answered the same way every time.
- Booking: the agent checks your calendar and schedules the appointment directly.
- Routing and triage: an emergency plumbing call gets transferred to the on-call tech, and a sales question goes to the estimator.
Missed-call text-back, recordings, and summaries in your CRM
Even without a voice agent, missed-call text-back is one of the simplest automations to set up. If a call goes unanswered, the caller gets a text within seconds, something like "Sorry we missed you, this is Smith Heating. How can we help?" Many callers will reply by text, and the conversation continues in the CRM inbox. For HVAC and plumbing companies, where homeowners often call several businesses, this is often the first thing we build.
The second big win is what happens after the call. When calls are recorded and transcribed, an AI summary can be written to the contact record: what the caller needed, the address, the urgency, and the next step. No more sticky notes, and your team sees the whole history before calling back.
Check call-recording consent rules before you turn recording on. Ohio law generally allows recording when one party to the call consents, but callers from other states may be covered by stricter all-party consent laws, so a short upfront notice is the safe default.
When should the AI hand the call to a human?
Decide this before you go live, not after an upset customer. Good handoff rules include:
- The caller asks for a person. Always honor it.
- Emergencies: gas smell, flooding, no heat in winter, safety issues.
- Complaints, billing disputes, or anyone who sounds upset.
- Complex quotes or questions the AI isn't trained on.
- High-value opportunities where a personal touch matters, such as a large remodel or a commercial account.
Outbound AI calls: speed to lead, confirmations, and reactivation
On the outbound side, AI can call a new web lead back within a minute of a form submission, confirm tomorrow's appointments, remind people about overdue maintenance, or reach out to past customers who haven't booked in a while. In HighLevel, a Voice AI outbound call can be added as a workflow action, so it fits into the same automations as your texts and emails.
These are real time-savers. They are also exactly where businesses get into trouble, because an AI voice calling a consumer falls under federal robocall law.
Are AI voice calls legal? The FCC's 2024 ruling explained
On February 8, 2024, the FCC unanimously adopted a Declaratory Ruling confirming that AI-generated voices are "artificial" voices under the Telephone Consumer Protection Act (TCPA). In plain terms, an AI voice call is treated like a prerecorded robocall.
What that means in practice (this is general information, not legal advice):
- Informational calls using an AI voice, such as appointment confirmations or service updates, require the called party's prior express consent, absent an emergency purpose or exemption.
- Telemarketing or advertising calls using an AI voice require prior express written consent.
- Artificial or prerecorded voice messages must clearly identify the business responsible at the beginning of the message.
- Telemarketing messages must include an automated opt-out mechanism, and opt-outs must be honored.
- Telemarketing calls to residential numbers are limited to 8 a.m. to 9 p.m. in the called party's local time, and the National Do Not Call Registry applies. Some states are stricter.
How do you stay compliant with outbound AI calling?
HighLevel's compliance documentation is clear that the platform does not validate consent for you. The business is responsible for consent records, opt-outs, and DND preferences. HighLevel does add guardrails, including limiting outbound Voice AI calls to 8 a.m. to 8 p.m. in the contact's phone-number time zone and capping how often a single number can be called.
Practical steps we recommend:
- Put clear consent language on every form, covering calls and texts that use automated technology and AI or artificial voices, and store the timestamp and page with the contact.
- Keep marketing consent separate from transactional consent.
- Have the AI identify your business at the start of every call and say that it's an automated assistant.
- Honor "stop calling me" immediately and sync it to your DND settings across calls and texts.
- Never load a purchased list into an AI dialer.
- Have your attorney review your consent language and calling program.
What does GoHighLevel Voice AI cost?
HighLevel sells its AI tools as an "AI Employee" add-on. According to HighLevel's pricing article (updated September 14, 2026), the Growth tier is $50 per month per location and includes 1,000 Conversation AI responses and 100 Voice AI minutes. The Unlimited tier is $97 per month per location. There is also a pay-per-use option, where Voice AI is billed per minute plus text-to-speech and AI model charges that vary by the voice you choose.
Phone numbers and call minutes are billed separately as usage. Before you turn on an AI agent for a busy line, estimate your monthly call minutes so the bill isn't a surprise.
How do you set up an AI receptionist in GoHighLevel?
The setup itself is not the hard part. The planning is. Here is the order we follow when we build a Voice AI agent for a client:
- Write down the job. List the ten questions callers ask most, the services you do and don't offer, your service area, and your hours. This becomes the agent's knowledge.
- Decide when the AI answers. HighLevel lets a Voice AI agent pick up every call immediately, or only after your team doesn't answer within a short timeout. Many owners start with after-hours and overflow only.
- Connect your calendar and define what can be booked, how long each appointment type takes, and how much notice you need.
- Set transfer rules and the numbers to transfer to, including an on-call number for emergencies.
- Map what gets saved to the contact record: name, address, reason for the call, urgency, and the booked time.
- Test it. HighLevel supports test calls by phone or web call, with transcripts and recordings in the logs. Call it yourself with hard questions, bad audio, and an impatient tone.
- Go live on one number, then review transcripts every week and tighten the script.
What are the limits of AI on the phone?
AI voice agents are good, not perfect. Heavy accents, poor cell connections, and background noise from a job site or a crying baby can lead to misunderstandings. Complex, multi-part questions still trip them up. Some customers simply don't want to talk to a machine, and a few will hang up the moment they realize it.
The fix is scope. Give the AI a narrow job it can do well, script clear handoffs, review call transcripts weekly for the first month, and adjust. Treat it like a new hire on probation, not a replacement for your front desk.
If you want help building this in GoHighLevel, our setup service covers phone numbers, missed-call text-back, AI agents, CRM notes, and the A2P 10DLC registration your texting needs.
